ABOUT 3E VIRTUAL LEARNING CENTRE

3E Virtual Learning Centre is a public-private sector initiative sponsored by AYP Hosted Solutions to facilitate the execution of Youth Empowerment mandate of job creation and in effect tackling the problems of unemployment in Nigeria through collaboration with State / Local Governments and relevant government institutions and agencies to trains unemployed youths and retired persons for Vocational Skills Acquisition, Entrepreneurship or Business Development, Digipreneur Marketing and Influencers, Labour Based Works, Rural Employment Promotion and Job placement guidance and counseling. 


3E-VLC OBJECTIVES

1.  To identify, register and verify Youth in Nigeria per States who require Empowerment  via 9ja Jobs Network Unified Communication platform.

2. To brand, create and launch partnering stakekoders 3E Virtual Learning Centre Portal (PS3E-VLC) to help the state harness the untapped labour of the unemployed /underemployed for the rapid development of the state

3. To facilitate on-going real time data collection of unemployed / underemployed in Nigeria per State via Text, Online and Offline Form at 9ja Jobs Network 

4, To introduce, train, create, empower and promote self-employment opportunities in conjunction with key stakeholders

5. To introduce and create a platform for public-private sector collaboration to address the issues of employment generation, poverty reduction, wealth creation and attitudinal change to enable Youths nationwide  to be self-employed and contribute to the economic growth and development of their place of residence and the Nation.


S3E-VLC MISSION

1. To design and implement programmes to combat mass unemployment;

2. To articulate innovative solutions and enterprise venture setup aimed at developing work programmes with digipreneurs and labour intensive potentials;

3. To obtain and maintain a data bank on unemployment and vacancies in Nigeria through Initiative such as Students Industrial Work Experience Scheme (SIWES) Network and 9ja Jobs Network with a view to acting as a clearing house to mobilize, train and  link job seekers with vacancies in collaboration with public and private sector employers and  other government agencies;

4. To train and empower youths of the partnering state towards gainful employment or self-employment opportunities and

5. To implement any other policies as may be laid down from time to time by partnering stakeholders.


S3E-VLC VISION

To partner public and private organization and Institutions including Governments with  a view to co-fund and address Youth Empowerment challenges in Nigeria 

To facilitate creation of Jobs for all.

To create pool of artisans and entrepreneurs among the unemployed through skills acquisition of youths who will promote economic development at the place of residence  and the Nation.


PS3E-VLC EXPECTED BENEFICIARIES 

a) School Leavers

b) School Drop outs

c) Youths with little or no education

d) Artisans

e) Graduates of tertiary Institutions

g) Women Groups

f) Retired Public/Private workers

g) Mature Persons



PS3E-VLC SERVICE PROVISION

Unemployed Youths or retired persons who require the services of PS3E-VLC are assured of at least being trained in their chosen vocations . However, due to financial constraints it is expected that not all of them would benefit from PS3E-VLC empowerment packages for them to start their own micro business through our financial partners.  


PS3E-VLC - Digital Vocational Education Training (DVET) Programmes, will train over 10,000 unemployed youths per year in partnering State for the next 3 years.  DVET programmes through DVET / CBT centre will be priced as low as N10, 000 per beneficiaries. 


PS3E-VLC - Small Scale Enterprises through Start Your Own Agribusiness (SYOA) and Start Your Own Business (SYOB) will train at least  1000 beneficiaries  every year in partnering State for the next 3 years. 


PS3E-VLC - Skills-4-Employment Empowerment Scheme will target at least 1000 Unemployed youths in partnering State  for   Wastepreneur / Rural Employment Promotion and Special Public Work every year for 3 years. 


PS3E-VLC SERVICE DELIVERY FROM 9JA JOBS NETWORK / SIWES CONNECT 

PS3E-VLC beneficiaries would be well equipped with marketable skills that would enable them to be sell-employed (i.e.) to establish their own business or get wage employment if need be.

1) Registration of Unemployed / Underemployed & Undergraduates for SIWES

2) Career Guidance & Counseling 

3) Linkage to Recruitment 

4) Selection Interview Preparation 

5) Posting/attachment

6) Linkage to Training

7) Assistance to prepare feasibility studies

8) Graduation

9) Linkage to financial Institutions


PS3E-VLC MONITORING 

PS3E-VLC training programmes and projects sponsored would be monitored periodically at least once in three months (3 months) to ensure good performance. The activities would involve;

a) Monitoring

b) Verification

c) Inspection and reports prepared and submitted promptly for management consideration.

d) All observations and clientele complaints would be taken note of and prompt action initiated for management attention.

 
OUR EXPECTATIONS

Opportunity for presentation with a view to secure buy-in and endorsement to work together with any  Partnering Stakekoders from Tertiary Institutions, State and Local Government Council to support the deployment of
PS3E-VLC Platforms at low cost to partnering stakekoders for massive engagement of unemployed,  underemployed youths and undergraduates for self-employment or gainful employment with focus on sectors with high labour demand around the world.
